James Payne, 40, of Harrisburg, was traveling east in the 5400 block of Derry Street when he struck a fire hydrant and then a telephone before his vehicle rolled over onto its roof— trapping him inside, Swatara Township police say.
Payne died at the scene of the crash, according to a release by the police department.
This accident remains under investigation by the Swatara Township Police, Dauphin County Accident Reconstruction Team, and the Dauphin County Coroner’s office.

Payne was a father, a lover of hot wings at Harrisburg’s popular restaurant The Tops, and a loyal friend— who died two days before his birthday, according to social media posts.
His family has begun to share about their loss on social media, including the mother of his children, Cathyria Quiñones, who writes:
“To my daughters I hope these pictures bring joy into your heart. Know that your dad did loved y’all unconditionally. These are time at Disney world we share together and much more back in the days. I pray God give y’all strength and comfort to days to come. But once again he loved his girls no matter what. God comfort their hearts in this tragic time we are experiencing. God please help them in this time of grieving.Yesterday my oldest daughter call me she said Mom I don’t know but my heart hurts today I feel like I can’t breathe. She still doesn’t know. I have to drive to the hospital to tell and comfort her. She saying something not right. Mom I keep calling my DAD he doesn’t answer his phone.Please pray for my girlsJames Payne ”
He is survived by his family and friends.
